I don't have the budget to consider a superb 2009 city bike, so my options would be a Comfort, a MTB, a Road, a Folding... for around $200 and, again, the best handling and maneuverability for busy areas and small spaces....

I'd look for a hybrid. The upright position is good for visibility. The tires are a bit bigger than road bikes so you will flat less often. Hybrids usually have mountain style components which tend to be more rugged than pure road components. The 700C wheels will help you keep up speed. The frames usually have the eyelets that make installation of a rack straightforward. For $200 you should be able to pick up a top of the line used hybrid. That's the way to get the best value at your budget level.
