Operation of a standard electric boat trailer winch is relatively simple and straight forward. Hook it to the boat and lower or raise it in and out of the water, right? Not so fast, Captain Ahab, there are a few points to this to make sure there are no mishaps while operating the winch.
First, you need to check the operation of the winch when it isn't hooked to the boat. Run the cable out and check it for frays and breaks, if any are found, change the cable immediately. A stretched cable that snaps can cut right through most anything it hits and you will be one of the closest things to it.

if i want to change my bike from a 7 speed to a single speed i no i wud hav to buy a cassette cog but i wanna no if it comes with the tire or can i take the 7 speed cassette cog off the tire that i already have and just put a single speed a cassette cog on???
you would not need to buy a whole new wheel, just the cog and some spacers. you will probably also need a chain tensioner if you have vertical dropouts. i have converted a couple bikes to singlespeed so i have experience with this. you should go to your lbs (local bike shop) and talk to them about it and it is more complex than you think if you are not familar with it and it requires special tools such as a chain whip.
